Jo Ann Newth Sell, Performance-Based Contracting
Jo is a native of Rumford, Rhode Island. She graduated from Trinity College, Washington, DC, with a BS in Political Science, and after attending the University of Virginia, received her master’s degree from Georgetown University in International Relations in 1983. She began her career with CEXEC as a part-time research assistant working on OPEC country assessments while still in graduate school and was hired as a full-time analyst in 1983.
Over her 30 plus-year career with the company, Jo has never been bored. She served on CEXEC teams developing the first automated U.S. passport system, providing country desk audits of a USAID commodity import program, automating federal contract writing, and migrating financial systems. She served in increasingly responsible positions, from program manager to Director of Applied Management Systems from 1999-2001, directing the efforts of a software research and development team developing business applications for the private sector. She was promoted to Vice President in 2003.
Jo has led teams in direct support of acquisition lifecycle management, performance-based contracting, paperless acquisitions, cost and price analysis, process improvement, and business systems development. Jo currently supports a team of senior acquisition analysts, contract specialists, program analysts, and financial analysts as a subject matter expert providing services to a large, federal investment management board.
When not in the office, Jo can be found on a trail, in a tent, digging in the dirt for artifacts, or looking for the next adventure off the beaten path.
