Far too often, contract closeout simply means shoving loose contract files into an empty file cabinet and locking the door. Contracting offices are typically understaffed, and the tedious tasking required to adequately perform closeout is thought a low priority in an environment of scarce resources. Additionally, poor legacy contract management procedures and antiquated systems can leave contract files flawed and incomplete, requiring additional resources to conduct forensic file and invoice reconstruction.
